| Yes, public hospitals are cheaper if you have a HKID. I don't know about HK$18k, last I heard was around HK$36-40k and they give you three tries at it.
To qualify, you need a referral from your private gynae. I heard there are restrictions too - say if your FSH level is too high, they won't take you or if you're over a certain age.
I am undergoing fertility treatments too... if they don't work and I need IVF, I cannot afford going private either and will get a referral from my private gynae.
Please note that it is a two year wait so the earlier you can get things moving, the better.
