Hi, Cari
My daughter is 20 months old and she enrolled in Tutor Time since she was 14m. She likes going to the school very much and every morning she is very excited to get on the school bus and waves bye-bye to me. I also find the teacher and the staff there are very friendly and patience.
I do not know anything about Sunshine and therefore cannot comment which one is better. But I will say Tutor Time is a good kindergarten.

I think your daughter is only eligble for the Toddler Activity Program (same as mine). The schooll requires the child is no less than 24 months for the nursery class.
