Flat Foot?

I am not sure if this is called Flat Foot. When my 15 month old walks, the inside of her left foot slants inwards so that she is virtually stepping on the inside of her left shoe. I guess she has a low arch and she needs to have a sole with arch put fitted into her shoes. Any recommendation as to who to see for such a problem?

Since my son has the same position of his feet, I asked my pedetritian (don't know the spelling....) about it. He said that this is absolutely normal for children until they are 3 years old. Only then you should start to worry.
