Accidents - Helpers with your Children

I recently heard a story about a toddler having a serious head injury (gash across his forehead on a bench at a playground) when being looked after by a hleper. I heard the helper took the child to hospital but that they wouldn't treat the child until the mother arrived, half an hour later, and authorised them to do so. Apparently, if the helper had had a letter authorising the treatment with a copy of the HKID of the mother, treatment could have gone ahead. Does anyone know anything about this?
