ya. 15 hours is really normal for a 9 months old. My son sleeps this much even now at almost 13 months. at 9 months, he wakes up at 6.30am, nap from 9-11am, wakes up play and lunch, nap again from 2.30-4pm, play and dinner and sleep at 7pm -6.30am. Now he wakes up at around 7am, nap from 11.30-2pm and go to bed at 7.30pm.

maybe i just wasn't so lucky with my two.

my daughter, now 13 months, has woken at
6am for the last 7 months
she goes to sleep from 9-10am
    sleeps from 1:30-3
    and then sleeps between 7:30-8:30pm

My 14mth old son still sleeps quite a bit too, i think it's nice to enjoy the free time!!

    8 or 9am wake up
    Playtime/snack
    10 or 11am - 12 or 1pm morning nap
    lunch when he wakes up
    2 or 3pm afternoon nap
    Playtime/snack
    5:30pm dinner
    bath
    6:30 or 7:30pm bedtime

we are flexible about an hour every day, it all depends on what time he wakes up in the morning.
If we have a playgroup, usually in the afternoon after lunch we will skip the PM nap for that day and put him to bed a little earlier. Yes he'll be a bit grouchy by the time dinner and bedtime rolls around but we only have playgroup once a week so i think its ok :)

Oh i forgot to metion, usually around 6:30 or 7am my son will wake up once and fuss/complain, but he's usually back to sleep after 5 or 10 minutes. I try to only get him when he wakes up gurgling/talking and not when he's complaining because usually that means he's still tired...
