Who pays for consulate/visa fee?

Who pays for consulate/visa fee?
My new helper was terminated but did not go home anymore.
She got all the documents now but telling me that i should pay for the consulate and visa fee, is it correct practice? We did not talk about it beforehand, so i assume it is she who should pay. Any advice? thanks.

Usually the employer pays. I think its less than $300

Okay, thanks, just want to make sure before i pay for it.
Consulate is $300 and immigration $160.
