kidergartens don't take kids until they are abotu 3 years old. you can sometimes find a kindergarten that has a "nursery" in which case they take kids from about 2 years of age. NONE will take kids who are only 1 year old.
i think you are looking for a daycare. they are virtually non-existant in hong kong. most parents here resort to having a full time live in foreign domestic helper.

unfortunately carang is right. any class you put your child in before the age of 2 will have be to accompanied by an adult...from 2 onwards children are expected to attend class on their own, but still only 2-3 hours a day, not full day. so if you want to work, you will most likely have to hire a helper. no day care in HK - well, I've visited a couple but those are under the social welfare dept. and only open to the needy, i.e. both parents must work and no helper...those open from 7-7p m, and you have to be a HK resident of course.

There are some full day classes for 2 year olds. Deborah and Williams both take 2 year olds for the whole day, I am sure there are more. Whether it is good or appropriate to send your two year old to full day nursery is another question, but facilities definitely exist should you choose to make this choice.

yes, that is why i said there are some nurseries for kids who are 2 years of age. there is no kindergarten/nursery that will take a 1 year old.
as for whether it is appropriate or not, it is not much different than the daycares that are in use all over the world, and for no one to judge.

I think Yew Chung has a class for under 2s but that would be half day rather than whole day.
