is your little girl a little chubby? my daughter is a little on the chubby side... she's not fat, but she does have more "meat" on her bones than her brother (only skin and bones!).... her breasts are not completely flat... i'm not worried about it.

It can happen than little girls develop breast very very soon, but it's an hormonal problem. It's always better to check and make sure there is nothing wrong (also do a scan of ovaries, as it can happen that some kyste would disturb the hormonal system). I know it sounds scary and we hardly believe it could happen so soon, but I've already seen a little girl of 5 developping symptoms of teenage because of this !
It might be nothing at all, but at least you'll get your mind at rest.

i would take her to the doctor anyway, otherwise you will jsut worry too much about it. after your post, i had a shower with my girl. she's not perfectly flat, but still fairly flat. (she's a mixed kid, too).
good luck!
