Is 3 mths too early to arrange playdates?

Is 3 mths too early to arrange playdates?
Wish for my kid to play and socialise with similar ages kids... As she is often interacting with adults only, is 3mth a good ages to start looking for similar aged playdates partners? How would you go about arranging it? What are the general groundrules, things to be safe etc.?

While I don't think it will hurt, 3 month old babies won't be interacting with other babies for quite a while yet. At three months he/she is just going to lie on the floor and gurgle :)
Even when they are crawling they don't really interact with others a lot. We found our baby started getting more interested in other children around 12-15 months old.

How do people get to know similar outlook parents and similar aged babies in their neighbourhood?
My current area is N.T West/near Tsuenwan and would like to expand our friends circle to have the above possibility. Anyone else living in the general area?
