what qualifies a child to attend public school?
will having Right of Abode be sufficient or will the child need to be a citizen?
ROA is given to PR & resident on VISA

You are quite mistaken. ROA is given to Chinese citizens or residents who have stayed in hk for longer than 7 years continuously with the proper legal visa (work, qmas, investment, dependent) or with RTL.
As long as you are a resident (no need for roa) you can enjoy hk's public education system.
